A powerful atmospheric river brought "potentially historic" flood threats to California, prompting Governor Gavin Newsom to declare a state of emergency in eight counties, including Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, and Ventura. The National Weather Service warned of life-threatening flash floods, mudslides, and power outages.

The storm caused widespread destruction, with families fleeing their homes in chest-deep floods, vehicles swept downstream, and residents crying out for help from rooftops. In San Diego, a "thousand-year storm" forced hundreds of rescues, flooded homes and businesses, and caused millions of dollars in damage.

Over 1,000 people remained without power, and emergency crews rescued multiple flood victims by helicopter.¹
